Foresight and Public Policy Office

The Foresight and Public Policy Office (GPPP) is INESC TEC’s dedicated structure for strengthening policy engagement and public policy impact, by ensuring that the institute’s scientific and technological contributions are effectively translated into evidence for decision making.


As a leading Research and Technology Organisation, nationally and internationally, INESC TEC operates at the interface between research, innovation, and industry. Drawing on this position and on its accumulated scientific and technological capabilities, the institute is well placed to contribute to the design, monitoring and adaptation of public policies, in collaboration with the Government, Public Administration, entities of the Scientific and Technological System, and relevant associations.


The GPPP operates with a presence in Lisbon and has the mission of reinforcing INESC TEC’s impact on public policy at regional, national, and EU/international levels. By articulating internally, the activities and collaborations developed by the R&D Centres and TEC4 initiatives, and in close interaction with INESC Brussels Hub, the Office strengthens the institute’s contribution to multi-level governance processes and enhances its recognition as a credible and structured policy partner.


In the current context of evolving European instruments, national institutional reform and increasing selectivity in public investment, the GPPP acts as a strategic interface between knowledge production and policy agenda. Its works is structured along four complementary lines of action:

· Identify and disseminate: ensure systematic mapping and monitoring of relevant policy processes, and facilitate the translation of INESC TEC’s research and innovation outputs into formats accessible to policymakers;

· Connect and expand impact: build trusted relationships with public and private stakeholders, fostering informed dialogue and long-term collaboration;

· Support collaborative strategies for impact: promote the co-development of research and innovation initiatives aligned with policy priorities and strategic agendas at multiple governance levels;

· Experiment and innovate: develop and test new approaches to policy engagement, including foresight and strategic reflection activities that anticipate emerging technological, economic and geopolitical trends.
